Kosovo-Serbia dialogue, among government's first challenges, Hoti

Three days ago, LDK's Avdullah Hoti with 61 votes has become Kosovo's prime minister, and his government's main challenge is seen to be the issue of reciprocity towards Serbia and the return to the dialogue table. Hoti, who had claimed to remove any obstacle blocking the dialogue, according to representatives [...]

Hoti, who had declared that she would remove any obstacles blocking the dialogue, according to civil society representatives, will face the demand for apology withdrawal.

Artan Demhay from the “Arise”, says that the government Hoti in the first days will face demands by the international community to step down reciprocity, which would pave the way for the return to the table of dialogue. That issue of dialogue between the two countries views it as one of the main challenges of this government.

According to him, stiffening the reciprocity move against Serbia in the last days of Kurti's rule has become politically aimed, in his view, the government Hoti from the beginning of governance faces the challenge of reciprocity.

“The government Hoti has since its early days to face demands to say extenuate on the part of the international factor for removing reciprocity and to return immediately to dialogue table”, he says.

Demhasa says the new government will be obliged to remove reciprocity so that Kosovo can immediately return to dialogue.

It's the position that's expected to happen, so from the first few days Government Hoti... has been forced to remove reciprocity and immediately return to the table of dialogue. These have even been the main reasons for the initiative of the LDK no-confidence motion for the government in which they were part of it, precisely because of the stances of Prime Minister Kurti and the part of the government that was from LVV that the tax could be lifted should be replaced with reciprocity. Washington's demands, however, were to lift the tax and not impose reciprocity. Even not enough co-ordination between the government Kurti on the matter of reciprocity and tax removal has influenced the LDK to withdraw from the government and initiate the no-confidence motion and dismiss the government, says Demhaja.

That Kosovo dialogue- Serbia will be one of the government's main challenges, Hoti says Reze Hoxha from the Group for Jury and Political Studies.

This will no doubt be one of the main challenges, since we do not have internal political co-ordination, not only through parties but also through institutions that lead the country, and this will largely be repaid in the negative sense of the word. Since the moment we don't have internal co-ordination we're failing to protect our position in the international community, while Serbia through its powerful lobe is managing to turn the international community towards their interests. Therefore, the lack of promotion of Kosovo's position and the need for such measures means affecting the entire process of not only dialogue, but also other” processes, she says.

Even according to Eugene Cakoli of the Kosovo Democratic Institute, the government from the early days of work will face the demand for the removal of reciprocity.

He says the issues related to the dialogue have been the main challenge for some of the last governments in the country, which, according to him, de facto, have also been the reason why those governments have been toppled.

“The issues related to dialogue or issues that have blocked the dialogue process have not only been the main challenges of some of the recent governments in the country, but have been de facto reasons why they have even led to their collapse. No doubt the question of dialogue, the removal of reciprocity, respectively, will be one of the main measures facing the government. However, I expect such a thing to be met in opposition to the Vetevendosje Movement, which on the basis of what we have seen is pushing strongly ahead of the idea that Kosovo should conduct itself completely mutually with Serbia, despite the international factor's demands for removing the” barriers, Calcol says.

He says what the government's decision on reciprocity wants will produce polarisation in Kosovo politics, as there will be numerous accusations between the parties, according to him in the Assembly as well.

The government-led reciprocity measures led by Albin Kurti had also opposed the country's president, while disappointed with the decision had been declared special EU representative Miroslav Lajcak.

The Kosovo government, led by Albin Kurti on 31 March, had made the decision to lift the 100 per cent tax for Serbian goods and establish two trade reciprocity measures. While, earlier this week, it has exacerbated reciprocity measures, where any truck entering Kosovo must have written in documents “the Republic of Kosovo”. Meanwhile, dialogue between Kosovo and Serbia was suspended in November 2018 when the Kosovo government led by Ramush Haradinaj had imposed a 100 per cent tax on products imported from Serbia and Bosnia and Herzegovina
