“Conditions on the basic wage have been approved by the decision of Secretary General (SP), bypassing the legal basis on budgetary divisions. The payments were executed by the category of goods and Services. The decision on approval of additions is based on the regulation for the Management of Loan Funds, even though in some cases employees were not part of the Project Implementation Units ( NZP)”, said in one of the ZKA's findings.

With only two payments tested, the ZKA has found that, contrary to the law, some 70 thousand euros have been spent. In two different payments, according to the report, MI has offered no evidence of how many committed persons had contracts. The manager of the Pristina highway, Gjilan, was paid about 20,000 euros in addition.

On two test payments, we found that the payment was executed based on the decision of 1509.2014. The payments were worth $36,616 and $27,468. However, MI has offered no evidence that those engaged, in accordance with the decision, had separate contracts for engagement at NEP. The manager of the Pristina-Gnjilan Highway was paid about 20 thousand euros additional”, said the ZKA report.
