Former Pentagon official, who has been responsible for the Balkans, Michael Carpenter, has said the indictment submitted by the Special Prosecutor in The Hague to Kosovo President Hashim Thaci is expected to influence the planned dialogue in Washington on 27 June, between Kosovo and Serbia.
The Specialised Prosecutor's Office has announced on Wednesday that on April 24th it has sent Kosovo's specialised Chambers, headquartered in The Hague -- a ten-point indictment in which Kosovo President Hashim Thaci, the head of the Democratic Party of Kosovo, Kadri Veselin and others -- are charged with a series of crimes against humanity and war crimes, including illegal murder, forced murder of persons, persecution and torture.
In an interview for Radio Free Europe, Carpenter has said the meeting would have to be cancelled, however, he said it cannot be predicted what the American president's administration will decide on this.
“I expect the summit to be cancelled, but with the Trump administration, nothing is predictable. I can't say for sure how they're gonna react, but under these circumstances, that's how they're supposed to react to”, Carpenter said.
According to him, the charges against Thaci and the president of the Democratic Party of Kosovo, Kadri Weselini, are very serious and that their impact on the dialogue will occur in the fact that President Thaci has led him for years.
Carpenter expects dialogue to be led by Kosovo Prime Minister Avdullah Hoti under these circumstances.
In the ten-point indictment, President Thaci, Wessel and others are charged with a series of crimes against humanity and war crimes, including illegal murder, forced disappearance of persons, persecution and torture.
In a media communiqué, the Prosecutor's Office has announced that:
“In the indictment claims that Hashim Thaci, Kadri Veselin and other suspects have been prosecuted responsible for approximately 100 unlawful killings. The crimes presented in the indictment include hundreds of identified Albanian, Serbian and Roma victims of Kosovo and political opponents”.
It has been said that the indictment is the result of a lengthy investigation and that a Special Court preliminary procedure judge is analyzing the indictment to decide whether to confirm the charges.
The Kosovo Court, composed of Specialised Chambers and the Specialised Prosecutor's Office in The Hague, has been formed with the insistence of the international community, with constitutional changes from the Kosovo Assembly.
The court is founded with the Kosovo Assembly ruling after the 2011 Council of Europe report, in which Swiss Senator Dick Marty speaks of alleged “crimes to members of the Kosovo Liberation Army to ethnic minorities and political rivals“, from January 1998 to December 2000
