Through a media communique, the MFT has provided additional clarifications and details about which categories can benefit the measure.
This is the full response:
Response and Consciousness to Possible Abusers
Honored citizens of the Republic of Kosovo.
In order to let you know that the following information has to do with implementing the 1.3 Emergency Pack measure and contains information of special importance.
The 1.3 measures are aimed at supporting local companies, including NGOs and self-employees, who are in financial trouble as a result of the decline in their activities due to measures taken in order to combat the COVID independence 19.
Through this provision, companies receive coverage of part of the cost of the labor force (not all the cost) and part of the cost of buying.
This measure does not mean replacing the private obligation to settle these obligations with the public in general, but applies only to troubled companies.
To date, more than 37,000 companies have applied for the benefit of this measure, and the total of workers involved in this measure is 133,000 people.
Unfortunately, a considerable number of businesses have exploited this space, even though they are not influenced by government decisions, at least not in the amount that argues for compensation. There are also those who have incorrectly applied because their needs had to be addressed through other provisions.
So the Ministry of Finance and Transfers announce that:
Companies operating in the retail trade sectors (food markets and supermarkets), pharmacies and bread ovens should not be part of size 3, since the same ones have operated all the time. In extreme cases, the same ones have been able to apply for a small percentage of the labor force, if they document that certain segments of their activity have not worked (for example text on supermarkets).
Private schools and universities should not be among the applicants since they have continued teaching online and collecting payments from students and students. In the event of approval of delays in payment from students or students, these institutions must apply for liquidity, not support.
Production companies and others that have continued the event all the time have had to apply only to margins in cases where some of the workers could not work as a result of restrictive measures.
Companies that provide public sector services and are compensated by the contractor have not had to be part of the size of 3 since the same have operated and compensated for the services offered. The application can eventually be reasoned only if the same companies provide services to the private sector as well and there are low activities, but only for that part and only for those workers.
Each company that finds itself at points 1 to 4 should be aware that it has committed public institutions fraud by trying to profit unjustly, even at critical moments for the country and society. AS such, these companies are recommended to withdraw their applications immediately, and if the payments are executed, the same others return to the state ark. Be assured that each requirement will be re-treated and for any misuse, along with the obligation to return the misused sums, merit sentences will be applied.
We ensure the opinion that the Ministry of Finance and Transfers and the Kosovo Tax Administration has consistently offered detailed clarifications of the way and the right of application and therefore we encourage even others who are in charge of relevant information that whites the abuse cases, to address the relevant organs and can inform us.
