The ZKA report quotes the Civil Service Law and the Government's working schedule regulation, under which workers are obliged to work 40 hours a week.
“We have identified three cases, which during 2019 have had a non-compliance until, in one case, up to 46 days, excluding annual, medical and official holidays”, the ZKA report said. The situation reportedly reflected the lack of control and supervision by the directors of relevant employees' departments and insinuation of employees at work.
The lack of evidence, which confirms that officials who are paid by the ministry are working and that they are compensated only for the job done, according to the audience increases the risk of paying payments to officials who have not worked at all.
