The one known as the “Balkan butcher” was arrested in 2001 on an international warrant for crimes against humanity.
But before he went to The Hague, the former Yugoslav president had a stop at the US Army base in Tuzla, Bosnia and Herzegovina.
The video was released 19 years later. It is seen as military personnel and investigators inform the Serbian leader of their rules, while Milosevic finds no calm.
