For this, Behramaj has reacted to the Ministry of Health, which has warned that Behgjet Pacolli will enter quarantine if he decides to return to Kosovo.

As representative of the people, the MP is not subject to any obligation. He also enjoys immunity from detention, arrest, prosecution, unless the Parliament makes no decision to lift its immunity.
These rights of the deputies are also found in the Assembly Order. You also find them in the MP's Law for Rights and Responsibilities, where according to Article 50, they cannot be violated!
But, more detailedly, you find them even in the act of the Constitutional Court's K098/11 case, where it clears up broadly what the immunity of MPs, president and members of the government means.
Under this indictment, the MP cannot be arrested or forbidden while he is carrying out his/her duties as deputy, without the consent of most of the Kosovo Assembly deputies.
All the Health Ministry can do in the case of MP Pacolli is tou kindly request that he do his tests and urgently proceed for the quick results if MP Pacolli does not possess any relevant evidence he made within a reasonable period of time in Switzerland.
Banned or restricted is simply not possible. With this government, it is even possible, but then it is no longer possible, that it becomes recivilists in violating the Constitution of Kosovo!
