National Auditor Office - ZKA, audits many institutions in Kosovo, publishing for them regularity reports, or performance reports.
The auditing plan for the ZKA's 2019/20 season included conducting 129 audits, of which 120 state budget audits, 58 central-level audits, 38 municipalities, 14 public companies, 9 projects funded by external funds, as well as 9 performance audits. So has this news institution.
As a result, I HAVE several cases of findings sent to the prosecutor, but it is not known how many cases have ended by indictment or what the prosecution has done with them.
Shqipe Hetemi, an official for information in ZKA, does not want to publicise the number of cases the KA has sent to the investigator, but says that based on the requirements specified at the International Standards for the Supreme Audition Institutions that are directly applicable to Kosovo, every time the National Audition Office faces cases of criminal acts, they are sent to the State Prosecutor for possible analysis and investigation.
She said that, then, the National Auditing Office does not comment on whether they are in investigations (even if investigations are conducted ex officio), because such comments can be considered as interventions in the prosecution's investigations, and as such are contrary to the principle of rule of law.
In view of the fact that auditing has a comparison and a guide function, just as the International Standards for the Supreme Audition Institutions ( SNIS 12 HINA Values and benefits from the Supreme Audition Institutions, the National Audition Office also puts the article 4 of the Constitution of Kosovo, where clearly the principle of separation of powers and balance between them is defined, and therefore does not interfere with the activities of law enforcement institutions, including the number and nature of the cases for which they conduct investigations based on our findings, Heemi told the news.
She said that, unlike last year, the number of auditing of public enterprises for three has increased, and that they are the KRU Hidromoreva, KRU Bifurcacion sh.a. Ferizaj and Kosovo's new Energy Company.
She said all individual regularity reports will be published by the end of June, as is defined by the legal framework. According to her, the first reports are expected to be made public in the second half of April.
Even so, ZKA is not yet planning to audit one of the largest public companies in Kosovo, the Kosovo Energy Corporation. As for the number of employees, this company is the largest money provider even through tender procedures.
Regarding KEK's audit, Hetemi said that so far the ZKA has audited a significant number of public companies, increasing this number annually and that the institution's rise in protofolios of public enterprise audits is done along with its human and professional capacities. “While, audit planning is done based on danger as well as respecting the eventual contracts they have with private audit companies”, she said.
Reports of the General Auditor's Office directly promote accountability and provide solid grounds for consulting managers of any budgetary organisation. Thus the ZKA increases confidence in spending public funds and plays an active role in ensuring the interest of taxpayers and other interest parties in increasing public responsibility.
