He has said they should react before the 13th day, when the Constitutional Actation, which has been declared that the government's decision to restrict the movement is non-unconstitutional.
The Kosovo government long ago decided to limit the movement of citizens at certain times, which it said was based on the law on preventing infectious diseases and the law on health.
However, the Constitutional Court rejected the verdict, considering it not constitutional but that it gave it power until April 13th.
The minister of Health said they are working to take new measures, based on laws in force, before April 13th, when even the Constitutional Consistent Powers enters the «.
Vitita said even from meeting with incumbent Speaker Vjosa Osmani and the line ministers have agreed that the law, which exists, needs to meet changes. But according to him, more measures must be taken before April 13th.
“E have formed a task force, by four ministries, to start as the Ministry of Health, on the basis of legislation that is in force to take appropriate measures with the quarantine of cities, at the same time, of course in co-ordination with the Kosovo Assembly, in this case with Ms Osmani, we have agreed that this law which exists today needs to be met and these changes will be made, but we must react now, since April 13th is the last date when the Constitutional Court's act must go into force, said.
Viti told him that along with incumbent Prime Minister Albin Kurti are negotiating with the mayors, in order to decide for each municipality, since not in all need to improve the same measures.
“With Prime Minister Kurti, we have also had several meetings with some of the mayors, with several others we have only been heard on the phone so that the quarantine of specific areas and specific municipalities, as we have told it to go into full co-ordination with mayors, because each municipality has its own specifications, some measures that will be taken in one municipality, not necessarily taken in the other municipality. So we've started this kind of contact with the mayors and we can say from tomorrow or tomorrow we'll start with the action company from the Ministry of Health, the constitutional law that is in the face of”, Vitita said.
On March 23rd 2020, the Kosovo government decided on limiting the movement of citizens, while on March 31st the Constitutional Court assessed that the same is not in line with the Constitution.
