At the meeting held in the Drinas municipality, by Kosovo mayors, the mayor of this municipality, Ramiz Ladrovci, has taken word of the case, where the purpose of unique discussion and mobilization as municipalities for preventing the spread of the COVID-19 virus is highlighted.
Ladrovci, has estimated that it takes a unique time -- across the country -- to succeed in preventing the spread of the pirated 19 virus.

Management the situation with COVID-19 did us together, the heads of Kosovo municipalities indiscriminately, but, with the sole purpose, the unique mobilization of all for preventing the spread of this virus.
Drenas was chosen host of this meeting organised by the Kosovo Communist Association, from which we came unique in several demands and needs we have as municipalities in our efforts to prevent the spread of COVID-19.
I deeply appreciate the unanimous support of the mayors for the circulation decision to be unique to all and not only to municipalities in quarantine.

First, let me thank you for responding positively to my request for the meeting of the mayors' college with the aim of discussing and mobilizing uniquely as a municipality for preventing the spread of the COVID-19 virus. I also thank Saman for proposing Drenas to host this meeting.
Considering the time we are in and with the aim of maintaining public health, I at this meeting of the Council of Chiefs have these proposals:
If we refer to the decision No.0124, dated 08.04.20, of the Government of the Republic of Kosovo, paragraph 2, respectively, where it says the Ministry of Health behind the recommendations of the respective professional entities and in consultation with the respective municipalities will determine the time of movement, I am skeptical if there will be results on the ground.
Without wanting to comment on the ban on circulation, therefore the movement of citizens according to specific times, especially now since we have the Constitutional Court Act, I think this move for circulation should be the same in the entire territory of the Republic of Kosovo.
If the driving ban is not the same in the entire territory of the Republic of Kosovo, then it will be difficult for these measures to achieve concrete results that we have gathered for here. If a municipality is in quarantine, while neighbouring municipalities are not, if it is not the same driving ban, then citizens of the quarantined municipality will find alternative ways to move to the neighbouring municipality, with the aim of performing various services, such as banking services or various purchases, risking the COVID-19 virus to spread.
Therefore, given that such a thing can be done through the Republic of Kosovo's Parliament, I propose that if you agree, the declaration of the state of emergency in the Republic of Kosovo will be required on the part of the Parliament, so that the health of our citizens can be maintained, given that public interest should be of any other interest.
Any other option of traffic restrictions, except that it will conflict with legislation in force, I personally think there will be no satisfactory results that we intend to achieve to prevent this virus.
This is my proposal, but it remains in the hands of each of us to assess the situation we are in, because I think we're still in time to act uniquely to stop or slow the spread of the COVID-19 virus.
I also demand that the emergency headquarters, QKMF car drivers, sports workers, health and social welfare workers, workers at the Centre for Social Work, cleaning companies, regular administration workers. Also address the college's request of information officials to be included in the emergency package, including municipal information officials.
Only together can we succeed in protecting this virus. No panic, but carefully added.
