Acting Minister of Education Hykmete Bajrami has announced that the Administrative Guide for Foreign Language Obligation has been abolished as the threshold for continuing studies at master and doctorate levels.
She has said August has received complaints, questions, requests and concerns from deans, students and NGOs, and this has been initiated for legal and ongoing review.
The prime minister's office has found that this UA has no legal basis and has not passed the procedural stages for envisioned approvals.

Dear students,
I'm informing you that there has been no Administrative Guide. 03,2018, who was able to prevent many young people and young people from continuing secondary studies (mister) or third (doctorate).
For the UA No. 03-18, MASTTI has received numerous complaints, questions, requests and concerns from deans, students and some NGOs. So MASTTI has initiated the case at the request of the prime minister's Legal Office to consider the legal and procedural aspect of this UA. The Prime Minister's Legal Office has ruled that the UA No. 03-18 has no legal basis in the Law on Higher Education No. 04/L-037, as well as has not passed the procedure stages for approval envisioned by the Government of the Republic of Kosovo's Government work regulation.
So today, I inform you that Government in charge of decision No. 04/25 of the 1704.2020, has abolished Administrative Guide No. 03,2018 for foreign languages in the secondary and third study program.
In the meantime, THE MASTTI will institutional and legalally regulate this issue, thus ensuring advanced quality in higher education, with broad consultation on all sides and avoiding any discrimination and violation of student rights.
