Construction of the Gjilan and Dukagjin highway is seen as an unfriendly step for the local and harmful economy for small and medium-sized businesses along existing roads.

Since current highways have benefited the countries of the region more than the country's economy itself, they estimate connoisseurs of economic issues.

The chairman of the American Chamber of Economics (OEAK) Arian Zeka, in an interview with Online Economics, has said that they have repeatedly sought care to build new highways, especially those indoors that lie along the road axis.

Zeka has added that drafting a clear policy from institutions is necessary on this issue.

“We like the American Ode in our position, which we have made public before the start of the campaign of the last parliamentary elections, have called on the construction of a policy aimed at taking power to be more cautious about promises of building new highways that may not have economic feasibility”.

If we are talking about the two highways that connect Kosovo to other states, such as the case with the first highway ébrahim Rugova and the Arkbe Xhaferiı highway, this may still have an economic feasibility even because of the acceleration of transport time or the Kosovo company towards two ports, the port of Durres and the port of Thessaloniki, which is of importance in the economic aspect, but we have urged that we do not even see new projects that may not have feasibility, especially internal highways may even have negative effects that now lie in businesses along the road that are built by the previous highways.

Diana Metushi from the Kosovo Institute for Democracy (IKD), says Kosovo has not benefited from the “Arba Xhaferi” on an economic basis, while profits would only be when export-import ratio changes.

In the case of Arben Xhaferi, the state of Macedonia has had the greatest benefit, not Kosovo, given that export proportion for Kosovo is highly in favour of the Macedonian economy and products, which it said Kosovo has not benefited from the” highway.

We can only return the gains when we change the export-import ratio, when we export more than we import when Kosovo turns into a support bridge for logistics relief among countries in the region”

Metushi says that building the Dukagjin highway would be harmful to businesses and agriculture.

According to her, building this highway would affect Radonic's hydro-economic system.

“Autostrada cuts businesses from access to consumers or the opposite that affects small and medium-sized businesses or sometimes bypasss the city itself, where with a current highway extended with much better conditions as the highway bypasses all these businesses on the way”.

“Based on what has been said, building this highway affects the hydro-economic system, Reddonciı, the Dukagjin field is with the highest agricultural productivity, such a project has had to predict the potential impact on the irrigation system, and the government before entering these investments has to do an analysis, what the need is, what the profit is, and what is the cost of this highway on agricultural output and in small economies and financial”

While Dardan Abazi, from INDEP, wants the new government to publicise highway construction contracts and see what the economic value Kosovo has benefited from these highways has been.

“We insist on a full transparency of all processes, this government should make public the contracts for the construction of highways that have taken place so far, and also should publish the contract for the sale of KEDS, then for the concession of airport and other”.

“We think the first step is transparency we need to see what happened with these contracts what have been the terms of these contracts and then we can talk about whether they have really been economically logical or have benefited Kosovo or damage”, he said.
