The EU Council's extraordinary meeting will be held next week, he said.
In a statement, Borrell said renewed fighting in and around Idlib poses a serious threat to international peace and security.
The European Union must double its efforts to tackle this terrible humanitarian crisis with all its available means,” he said.
Borrell added that the EU is closely monitoring the migration situation at Union's external borders and is committed to supporting Greece and Bulgaria.
He stresses that the agreement reached by the EU and Turkey for stopping the wave of migrants should be preserved.
Otherwise, the Vropian Commission also called for an extraordinary meeting due to new pressure from Syrian immigrants who through Turkey want to enter the EU
