Salvin, who previously served as Italy's interior minister, is accused of illegally keeping people for days on a ship outside Sicily.
It is reported that 131 migrants have been isolated about a week on Gregoretti's ship.
Although Salvin has repeatedly indicated he wants to face trial, his migration policies have saved tens of thousands of lives.
