During her meeting with Kurti, Apostolova said that international partners have consistently stressed how important it is for Kosovo to have an executive government, because, according to her without such a partner, they cannot meet the obligations they have taken, broadcast the Indexline.
It reiterated that the EU will always stay and help Kosovo, but that the EU wants to see a responsible government and ministers aware that they will be partners in implementing priorities such as rule of law, education and building the state.
Apostolova's full speech said today:
I as the Special Representative of the European Union and my team came to congratulate Prime Minister Kurti on taking the prime minister's position and establishing the Government and its functioning. It was the first meeting and we came in such large numbers to repeat our continuing European Union pledge to Kosovo, to the people of Kosovo, as well as to the Government of Kosovo.
It took little time for the creation of this government and in many cases, we, as an international partner, have stressed how important it is for Kosovo to have an executive government, because without such a partner in countries where we are determined we cannot fulfil the obligations we have taken over. As the prime minister said, our contractual agreements are the SAA, between Kosovo and the EU, the European Reform Agent, which is in the second phase, and we soon expect the second phase to begin.
What's important is that the EU will always stay and help Kosovo. We've been busy helping our second largest per capita program in the world. I don't want to mention figures because they're not important for this press conference. The best statement I have made is that all we've agreed on about Kosovo is for Kosovo and its people.
We want to see a responsible government and wise ministers that will be our partner in implementing this assistance, our priorities, such as rule of law, education, building the state.
We want to see strong institutions, strong public administration. We want to see, of course, that these projects that are on the line, one of them is the initial filters for “Kosovo B”. We want to see that the environment in Kosovo is improving and we want to see Kosovo advance into European partnership.
I think it's the emblems this was the first meeting today. The European Commission has already announced or warned a new methodology dealing with the expansion of the region and I think it is a good start for our renewed pledge that we are highlighting in this commission for the Balkans and Kosovo in particular.
