Marty's report is the material with which the foundation for the establishment of Specialised Chambers in The Hague is established, known as the Special Court.
A judge of this court's preliminary procedure has confirmed the charges against four former KLA leaders -- former President Hashim Thaci, former Prime Ministers Kadri Veselin and Jakup Krasniqi -- as well as the head of the LVV Parliamentary Group, Rexhep Selimi.
They are accused of war crimes and crimes against humanity. The indictment makes a plea to Thaci, Veselin, Krasniqi and Selimi for a series of crimes allegedly committed at several detention centres during 1998-1999. The specialised prosecutor accuses KLA leaders of being aware or should be aware of these crimes.
