All the decisions Government made at today's meeting

With the first decision adopted by the government cabinet today, changes have been made and completion of the 2020 Legal Programme, under which the approval deadline is extended to the Government of the Public Partnership Bill (MF), the Bill on Finances of Local Power (MF), the Bill for the Kosovo Lottery (MF), and the Public Debt Bill (MF). As they are withdrawn from the 2020 Legal Programme of the Government of the Republic of Kosovo and delivered for 2021 the Law on Change and Fulfilling of the Customs and Actis Code; Tax and Customs Agency Bill; The Tax Administration and Procedures Bill; The Bill on Microfinance Institutions and non-bank Financial Institutions; The Bill for Tax in Personal Orders; and the Bill on Added Value Tax.

The government of the Republic of Kosovo has approved the decision to prosecute the Republic of Kosovo Assembly, thinking of the legislative initiative for the Bill for Change and Fulfilling the Law on the Status and Rights of the martyrs, disabled, veterans, members of the Kosovo Liberation Army, civilian victims and their families.

In the government's opinion, the proposed legislative initiative does not specify the time period for the start of calculating the contribution to the country's freedom. The socioeconomic situation created by the budgetary difficulties our country is going through from the COVIID-19 pandemic, and since it has not become the identification of funding sources for budgetary cost coverage, the Government of the Republic of Kosovo recommends that until the creation of new more favourable budgetary circumstances, such a legal initiative is not approved on the part of the Republic of Kosovo's Parliament.

The Government's approval has also received the Law on Legal Act. This bill aims to define the types and hierarchy of judicial acts in line with the Constitution of the Republic of Kosovo. The principles and standards of drafting, approval, correction, publication, and application of judicial acts are also defined.

The draft law on fulfilling and changing the Law for the Kosovo Agency for Comparison and Property Verification has also received approval from the Government. This bill addresses the ombudsman's findings regarding the implementation of the Kosovo Agency Law for Comparison and Verification of Property, as well as meeting obligations issued by the National Strategy for Property Rights for addressing large-scale informality.

The Bill on Changes and Fulfilling of the Law on Identification has also been adopted. The changes will determine the legal rules of issuing identification, ID equipment for all citizens of the Republic of Kosovo, competent bodies, the procedure of issuing identification, and determining its validity.

The regulation for methodology to design risk assessments, under which assessing population risk, material and cultural goods from natural disasters and other disasters will be drawn up. The regulation defines carriers and participants in the design of the assessment as well as procedures for the map and adoption of this assessment.

The Government's decision of 30.04.20 for the appointment of members of the Food and Veterinary Agency Steering Board has been amended and fulfilled. According to this change instead of Mr. Valdet Djindovci, appointed Mr. Naser Krasniqi from the Food and Veterinary Agency - AUV.

Even the change and fulfillment of the Government's decision of 30.04.20 for the appointment of members of the Scientific Council of Food and Veterinary Agency, has been approved at today's meeting, where Mr. Imer Haziri has been appointed Mrs. G-ray ECUE from the School of Agriculture and Veterinary - FBV.

A special decision on the change and fulfillment of the Government's decision of 19,05.2020 for the appointment of members of the Scientific Council of the Food and Veterinary Agency has been approved by the government cabinet. In that decision instead of Mr. Imer Rusinnovci has been named Mr. Sali Aliu from the Faculty of Agriculture and Veterinary FBV.

After review by the government cabinet, the decision to approve the 2021 budget for the Novoberda municipality has been adopted, since the same has been approved by the Municipal Assembly. The decision will join budget signs 2021 and proceed to the Assembly of the Republic of Kosovo.

At the request of the Ministry of Health has approved the decision to transfer tools from the “Malla category and services” in the “category Capital spending” in the amount of one million and one hundred and ninety-nine thousand five hundred and fifty euros (1,194,550). These tools are transferred to the relevant pharmaceutical services in the “medical equipment” project, where the source of loan financing will be added because of the situation created by COVID-19 for special medical equipment for SHSKUK's needs.

The Commission will co-ordinate, manage and oversee various government bodies that connect with inspection area reform as a process of national interest.

After reviewing the Council of Macedonia's demand, regarding the establishment of public municipal company “Progress” sh.a., based on legislation in force for public enterprises and regulation on the criteria for creating local public enterprises and participation of municipalities in the boards of regional water company directors, the Government has approved the decision to authorise the establishment of municipal Public Enterprise “Progress<3> sha. With the only shareholders in the Vushtrri municipality.

The approval for further examination has received the government's request for public interest in real estate owners and property owners affected by the implementation of the project to expand the N2 national road, section “access to the City of Pristina” in Veternik.

The government cabinet's approval has also received the initiative to sign the Economic Co-operation Agreement between the Ministry of Trade and Industry of the Republic of Kosovo and the Bangladesh Ministry of Commerce in the fields of Trade, Industry, Agriculture, Transport, Telecommunications/ TIK, tourism, education, sports, health, investments, and so on.

The report's draft on the level of execution of borrowing projects has been reviewed and adopted. According to this report on September 30th 2020, public debt was 1,341.72m euros, expected of 407.25m euros, was international debt and 934.47m domestic debt. According to Bruto Local Debt Production, it is 19.87 percent, including guarantees worth 41.65m euros. Debt implies the total amount of international agreements approved in the Republic of Kosovo Assembly.

With the approval of the setting up of jobs in civil service, implementation of the Law for Public Officials is possible, and legal infrastructure is created for job classification in its implementation. With this Order Project, classes are determined for each category of civil service, the appointments of positions for each class, the general description of each category and class, procedure and methodology of classification of jobs, and the division of general administration groups and specific administration in the Kosovo civil service. Categories of positions in civil service under way of the Law on Public Officials are: The High Steering Category, the Middle Steering Category, the Low Steering Category and the Professional Category.
