The government of the Republic of Kosovo, led by Prime Minister Avdullah Hoti, has held its regular, 45th in a row, where it has examined and adopted decisions and documents of its constitutional and legal responsibilities.

At today's meeting, the first adopted decision was to change and fulfill the decision to continue the government Commission's mandate to recognise the status of former convicts and former political persecutors. With the changes approved, under the decision of the Republic of Kosovo's Parliament instead of Artan Abras, representatives from the Kosovo Assembly, Donika Kadai Buyupi is named, while under the Proposal of the Lawyers Association, representatives from the Lawyers' Associations are named Mazlum Baraliu.

Following the meeting, the decision has been adopted under which the Government of the Republic of Kosovo agrees that the Assembly, in accordance with procedures, will proceed with the candidacy proposed by the Selector Panel for the selection of non-executive members of the Central Bank Board of the Republic of Kosovo.

With the decision approved by the government cabinet at today's meeting, the criteria for financing municipal projects from the “programme for information technology equipment, system advancement and maintenance” have been approved.

The government cabinet has adopted the final decision to investigate for public interest the real estate of owners and interest owners, which are affected by the construction of the Osojan-Rakos Region in the Istog Community.

The government has approved the initiative for linking the international agreement on eliminating double taxes and preventing tax evasion in revenues and capital, between the Republic of Kosovo and the Republic of Montenegro.

After review by the government cabinet, the document concept for improving and advancing legislation from the security and health field to work has been adopted. This concept addresses the issues of sufficient irregularity of the legal basis of security and health at work. According to him, employers' responsibilities in job accident cases should be defined, the coverage of workers without labour contracts in cases of work accidents, the regulation of responsibilities and obligations in cases of professional diseases with supervisory mechanisms, and the drafting and reporting of accidents and professional diseases at work.

With the decision adopted today by the Government, Mrs. Rosafa Ukimeraj, Secretary General at the Ministry of Local Power, in the institution's interest, is transferred for six months to the position of Secretary General at the Ministry of Defence. This transfer is done in order to carry out all tasks and responsibilities based on legislation in force, within its mandate.

The government cabinet has been informed of the report on implementation of the National Programme for Implementation of the Stabilisation and Association Agreement during July-September 2020. The SAA National Implementation Programme is legally binding document for all state administration bodies for implementation of short-term measures under their responsibilities. The government as the central national mechanism, responsible for meeting the SAA's obligations, oversees the implementation of this agreement. The findings show that during the third quarter of 2020, the programme has been implemented at 35.59 percent; 21 of the 59 measures planned for this quarter have been fully implemented, while 64.41 per cent, 38 measures have not yet been fully implemented. By the end of the third quarter of 2020, the programme has been implemented to a rate of 19.07 percent or 37 of the 194 planned measures have been fully implemented, while 80.93 percent of them (157) have not yet been fully implemented. Of the 37 measures implemented, 16 were implemented before the set deadline.

The government has been informed by the Ministry of Trade and Industry, even with the implementation of the Strategic Investment Law. Between February 2018 and November 2020, 35 requirements for strategic investor status have been accepted at the Ministry of Trade and Industry. Of them are 21 applications in the field of energy sector, 7 in the tourism field, 1 in the transport and telecommunications sector, 1 in the health sector and 5 in the agriculture and food sector.

In information from the Ministry of Trade and Industry, it is estimated that the process of implementing the Strategic Investment Law is a complex process and requires commitment, seriousness and dedication by the Government of the Republic of Kosovo in order to accommodate each application for strategic potential investor status in the Republic of Kosovo.
