Before the Parliamentary Investigative Commission concerning the management of pandemic by the Government of Kosovo, their testimony has been given as head of the Operational Centre at the Ministry of Health, Pask Buzhala, as well as leader of the Emergency Operations Centre in Gjilan, Fadil Cateazi.
Both have testified in the case of Agon Musliu, who died early May at the Student Centre that had become a quarantine centre for people coming to Kosovo from abroad.
Pashk Buzhala, leader of the Operative Centre at the Ministry of Health, has said that in the case of Agon Musliu, he has heard at the moment when the Gjilan Operative Centre sought help and this happened at five o'clock.
Buzhala further said that in the case there have been no documents or evidence in advance that has indicated the condition of the late man, Agon Musliu.
For Agon Musliu's case, I've been informed that information and demand for others that they should be cared for as a name is not even taken long because there were four people, and no other information has been given until the case has occurred, no evidence has come to the ministry. What's important here is the phone call he makes that both with documents and email plans there are additional documents when he has, because he could have sent us a document when he has evidence of his case he's sick, but no document around 5:00 when information came before”, Buzhala said.
Buzhala, during his report, said that all border points have been deployed by medical teams that have had their responsibilities to decide who should be quarantined and who should be released or identified, according to the evidence that citizens have had.
He said that doctors have often hesitated to make decisions after lack of experience but also training for response in such situations.
“On all border points at the moment the borders were closed and at all border points that have been functional ground that aircraft only stopped there was no circulation of airlines, but land lines have started to circulate people, and at any point border you have placed medical teams responsible for establishing medical teams is addressing the primary health health of all municipalities that have been near the border point... Every action that is carried out by the doctor at the border station or wherever the patient's treatment and care is the doctor, I've often even told you about doctors at the border points who had dilemmas that you were commander in this pandemic the doctor was the commander.013812. Each person who entered Kosovo has had to undergo a medical visit to the fact that if a person's health is good and has come from a dangerous area with COVID he had to quarantine or self-acrante”, he said.
In his statement, the leader of the Emergency Operations Centre in Gjilan, Fadil Cajtazi, has said that on 1 May their first request has been made for the Internal Affairs Ministry Operational Centre, through which the late father, Agon Musliu, has asked to obtain a permit, which was later approved for a circulation permit from 0800 to 1300 hours.
Cateazi further said he has later sent a letter to the Emergency Operations Centre at the Ministry of Health through which a neuropsychiater for Agon Musliu has been requested.
He even said that cases which have witnessed health problems have been released.
During his statement, the leader of the Gjilan Emergency Operations Centre has said that even this centre has possessed the medical document, which is an ultrasound of Agon Musliu's liver of February 2, 2020. The father of the deceased, Agon Musliu, had also made this document public during his report to the same commission.
The first <x0mail I sent is on 1 May at 11:43 that we have sent to the Interior Ministry Emergency Operations Centre. The e-mail is the parent's request to come to the airport to wait for the deceased Agon and our operator after receiving the parent's data because that was the procedure we needed to get the data to get to the airport to send out the emergency MPB operative and that center to give you permission to travel, so there were procedures that were provided for travel outside of Gjilan and we directed at 11:43 on May 1st 2020...0100. We have the next letter then we have another request that we have referred to the Ministry of Health Emergency Operations Centre on May 3rd at 5: 00 a.m. The MPB Emergency Operations Center is requesting that Agon Musliu in boarding 7, 4th floor with 30.12.19994 returned from Germany yesterday, we ask you urgently if you will be able to control from a neuropsychiare because it is depressive... E We called from the mayor over the phone because according to what the mayor said was on the phone the father of the deceased and told him that the boy has depressive problems”, Cajazi said, reports the KP.
We remember that Agon Musliu's father, Naim, during his report to the Parliamentary Investigative Commission for Administration Management, has stated there was a permit from MPB to take his son.
In addition to representatives of the Operational Centres before the parliamentary investigative commission to manage the pandemic, his testimony has been given by the chairman of Gjilan, Lutfi Haziri. He said he has never been communicated with the condition of the deceased, Agon Musliu.
