PDK charges Haskuka municipality leaders with tender intervention

The PDK claims that there are interference of political superiors in this municipality, towards professional workers, through various commissions, not just tenders.

One of the performance indicators, in this case of the mayor of Prizren, Mr. Mytaher Haskuca, of his close staff but also of the directors he has chosen, is also a phenomenon that obviously limits capacity, to manage with the municipality, in all aspects and all its segments.

Systemic interference of political superiors, towards professional workers, through various commissions, not just tenders.

Based on the Law on Public Procurement, Guide and Public Procure Rules, the Procure Office, there is competence and legal obligation to pregate the tender file, respectively, conditions and criteria.

For example, they set out a material, which has only one business and that has monopoly, to give that business priority in tender, which is illegal. They do this in cooperation with a close family member of Mrs. Crenare Koqi.

This person directly or indirectly, they did interventions and deals with certain businesses to give a tender, so we have type actions that give and take, what we're actually seeing at the central level, and as a result of this way of thinking and doing, neither can the government be formed, now and many months.

Other violations by these two official persons are:

• Interventions on tender assessment commissions;
• Interventions on the workers' admission commissions;
• Interventions in agricultural donations distribution commissions;
• Interventions on complaints and disciplinary commissions, led to municipality workers;
• Interventions in the law office and the audit office.
For all these interventions, there are reactions of injured persons, but because of fears of consequences from municipal officials who were threatened, they are not dare to go public and speak freely.

There is reliable information, that officials in question are not hesitant that even through official e-mails, they give insurgents about illegal acts, for bidding.

We can't have access to this data, so we invite the law bodies to deal with these issues and to act on their legal competencies.

After the public enlightenment contract expired, as a result, Prizren municipality citizens are already facing a lack of public enlightenment on the streets of the city.

The consequences have already started where many citizens and neighbourhoods are complaining about the lack of public lighting maintenance and lack of electricity supply.

It is noteworthy that some of the lights, perhaps because of this problem, are failing.
All this is happening, as a result of preparing a tender for the right person, for these two-three municipal officials we're talking about.

The people in question are using systematic pressures, in front of local economic operators, who for years have made valuable contributions and are trying to frame tenders, for other economic operators, who are not even from Prizren.

Of the above-mentioned officials, this situation will continue if nothing is taken over.

They will continue for months this entire crawl, until it receives the business tender, for which conditions and criteria have been prepared.

These are the consequences of this thinking and action:

• Democracy of serious businesses, which for years have contributed to Prizren;

• Preferred business actions undermine free competition;

• Loss of the time to frame tenders, which in a broader context, also affects as a limit factor, budget management capacity, so that's two years we have budgetary surplus 7+ 6m euros;

• The inability to manage the projects and deformities of this nature around the construction of tenders resulted in the circulation of over 13m euros, mostly losing Prizren businesses because those vehicles would have been in circulation in our town.
