The text suggests that Tehran has little faith in European confidence statements, where they were supported to take this action to preserve the nuclear agreement reached in Vienna in 2015.
Three European countries -- signatories of the Iranian nuclear agreement, France, Great Britain and Germany -- activated the mechanism for resolving disputes, envisioned in the text to convince Tehran to return to respect its commitments, the leaders of diplomacy announced in a joint communiqué.

Activating the mechanism for resolving disputes (MRD), with which Paris has been threatening for weeks, could bring about the restoration of sanctions by the UN.
“The Europeans do not want to rush over the sanctions, but to pressure Iran to save the 2015 agreement (JCPOA) involving the Iranian nuclear programme”, Paris underlined.
