He was involved in a massive clash in 2013, where there were people injured with weapons and charged with illegal possession, for which he was convicted, KTV reports.
Nazmi Mujota has pardoned two years of his total 18-year sentence that he was convicted of serious murder, widespread danger and illegal weapons in 2015.
While Arlind Latiff, who was serving his sentence at the Smrekonica Correcting Center, was pardoned six months and accused of risking public traffic that had caused fatal accidents.
The Kosovo Institute for Justice says decisions for forgiveness by the president should be more transparent.
As far as the Human Rights Protection Council says the decision to forgive only three people, it's discouraging to convicts.
Also, according to the KMDLNJ, for years, forgiveness of the president has discriminated against women.
According to Shala, from 2009 to now, five women have been released.
Since 2009, when the Law on Forgiveness has entered into force, 292 persons sentenced to various criminal acts have been released.
