The postal vote, which began on 19 September for all fellow countrymen living outside Kosovo, is being mishandled even after the legal deadline.
Switzerland's “Post doesn't fail or dare to Gabon, so now with Istref Rudaj 248 votes out of touch, we're doing well in the Kosovo of LDK!!!!!!!!!!! ”, wrote LDK activist in Switzerland, Riza Smajli, 16 hours ago.
But voting through post by exiles ended on September 20th, and yesterday was September 26.
Under the Constitution of Kosovo and Article 89.3 and 89.4, no one is allowed to vote on behalf of another voter, except those who are disabled and are unable to mark or drop ballot and/or are illiterate. Only these can be assisted by another person, according to the Constitution, elected by voters if he seeks such help.
Meanwhile, Article 89.4 clearly says each voter meets its ballot in secret behind the voting booth.
Based on this only one person is allowed behind the voting booth during a certain time interval, unless the voter has sought help from the other person, as specified in paragraph 5 of this article.
