Kadri Wessel's plan: State officials must pay for the damage to the budget

So far many state officials with their unilateral and anti-legal decisions have brought major budgetary losses to the Kosovo state. Even so, they have been spared from justice institutions, in the absence of laws regulating the issue of personal responsibility for actions against state institutions. They have not even paid for the damage they have done to the State by their decisions. But this is expected to change by a separate law, proposed by the leader of PDK,
Kadri Wessel within his seven-point plan to fight corruption. The plan envisions from now on officials, who deliberately or unwittingly damage Kosovo's budget, part of this damage to pay it themselves. In past years, various Kosovo institutions had lost battles at the Arbitrazhi Court, for which the state had paid compensation. But officials who had caused the delays have paid no cents. The freshest example is that of “Bektel and Enka”, which after the lack created in money transfer, had won in arbitration of over 53m euros.
None of the officials or the minister has been convicted for this huge loss of Kosovo's budget, nor has it been asked to pay some of the damage. Just in such cases, the law, based on Wessel's proposal, will envision penalties for ministers, or state officials who have to pay if they prove that with or without their knowledge they have damaged Kosovo's budget. The concept is based on Western states' experiences, such as Germany. This proposal is part of PDK chairman Kadri Wessel's seven-point plan for fighting corruption in Kosovo.
