EU: Kosovo lags behind with SAA implementation

In 2016, 741 measures of the total 1347 were implemented, while in 2018 the number of measures applied has dropped to 362 of the 532 planned measures that it appears failed to meet 1/3 of the annual planning for 2018.
According to Institute Director E PIK, Kosovo has consistently shown less ambition to implement SAA measures, KTV reports.
On the other hand, the European Reform Agent, which has 22 priorities, despite being promised that only 5 of them will be realised in a short time.
According to Shasha, failure to implement these criteria has come to reduce financial assistance from the European Union for Kosovo, which is under the IPA agreement.
In a written response from the EU Office in Kosovo, it is said that in many spheres, SAA implementation is lagging behind.
Kosovo has not yet carried out SAA commitments in terms of state aid, especially in presenting and listing schemes prepared by the set contractable deadline. Moreover, a number of relief measures provided at the central or local level are mentioned in Posta and Telekom, which should be properly investigated. Kosovo has guaranteed that within five years of SAA entry into force, it will protect intellectual, industrial and commercial rights, as respected in the European Union. Preparations to respect this deadline have been lagging behind, and Kosovo risks failing to meet these conditions over the time of”, the EU Office's response reported.
It says that, a number of decisions the Government has made, are contrary to the SAA.
