The verification process, or as it is known differently, with the term “generating”, is seen as necessary for Kosovo's justice system.

Representatives of the Kosovo judicial system consider that this process could help improve better functioning of courts, but also prosecutors.

Supreme Court Chairman Enver Peci told Radio Free Europe that vetoing is a process that must constantly take place in the justice system.

“I generally consider that the verification of the ongoing past is necessary for all, as well as for the judicial system, as well as for all carriers of institutions. However, in the general concept, self-defence is probably not the measure that can solve the problem once and for all, if the verification of the past is not conveyed by device, it means continued verification”, Peci said.

Kosovo in 2010, according to Peci, has passed into the process of cleaning or vetoing officials in the justice system, but that process, according to him, had not been successful, as the judges' monitoring mechanisms have not been installed.

I consider that, based on legislation in effect, we are constantly obliged to pursue the personal and professional integrity of judges. One of the practices also in Albania that has occurred has not increased efficiency, but rather. And the other fear is that if self-defence is linked to politics for verifying the past of judges and prosecutors, then it would be harmful to the” system, Peci said.

At the Kosovo Institute for Justice, they say vetoing the justice system is very important. According to this institute, this process should take place as soon as possible and be done by independent mechanisms.

Betim Musliu, from the Kosovo Institute for Justice, tells Radio Free Europe that the verification process would have to include the Police, Prosecutor and Judiciary in detail.

“The system of justice is captured and the only solution is to have a deep veto which would include Police, Prosecutor and Judiciary, but this self should not be done in any form by the executive, but from the Assembly of Kosovo with a broad consensus of all political parties”, Musliu said.

Musliu said without such a process it cannot succeed in the justice system, without cleanup, respectively, of the system by individuals without integrity who may be part of politics and interest groups.

“Absolutely don't believe there is any other solution to providing adequate answers to the capture of the justice system”, he said.

The Kosovo fucked-up system has been constantly criticised for its non-efficiency and its lack of time services for citizens to trust in the mechanism.

Kosovo institutions, especially the mechanisms of justice, for years first by UNMIK and later by the European Union for the Rule of Law EULEX mission have been helped with specific processes, and especially in strengthening law enforcement.
