In 19 municipalities, 42 are installed E-kioska, half of them are dysfunctional, while only 5 percent of all documents issued by all municipalities have been issued by electronic sterns.
Agron Demi policy analyst in GAP stressed that the digitalisation reform has almost not been a priority either.
The “What has happened is just politicisation, degradation, greater budget spending and no digital adequate services for citizens”, Demi said.
According to him, 10m euros a year are spent on electronic equipment purchases, and it is not 100 percent functional.
Bekim Salihu senior researcher in GAP said the “service E-kioscas”, except it is not extended to all of Kosovo's municipalities, in 19 municipalities as long as they have installed these kiosks, 42 of them are located, only half of which are functional.
According to him, only in the municipality of Pristina are four available as long as they are located, but it is a very small number of documents that have been issued electronically.
