Albania's President Ilir Meta refused today to decree the law on concessions and private Partnership, turning it into a discussion in the Assembly.
According to the president, the law is a customer and violates public interest.
The president urges the abolition of provisions 17 and 18 changed by the Parliament, arguing that these two articles delay the entry into force of restrictions imposed on the release of concessionary contracts with private public partnerships. The president requires a thorough review of the articles because they affect public interest and create the necessary space to re-proportionate consequences and customer purposes.
According to the state head's explanation, the law amended just 24 hours before the vote has undergone changes in articles 17 and 18 so that these restrictions will be postponed over a period of time and another 3 months. Even though the MP's request was not justified, the real and objective goal of why these amendments are really required, the Parliament again accepted that requirement and once again opened the way for concessions to apply for another three months, writes Tch.
So with the changes that took place on the 17-18th article of the law, concessional contracts will continue to be extended without restraint, for any kind of field, as the deadline was extended from July 1, 2019, on October 1, 2019. According to the president, extending the deadline for restrictions imposed by the new law for a later date of October 1, 2019, the Assembly, contrary to public interest, provides a new possibility for any concession requirements, presented until October 1st 2019, to be considered and accepted by the Albanian government, with no restrictions again on the old law.
