The sixth legislature is being assessed among the worst Kosovo has had so far. For almost two years since it has begun its work, it has been constantly faced with a lack of quorum, with which cases it has failed to fulfill the legislative agenda.
Parliament work monitors say this has failed to meet even 20 percent of the plan this year.
Agnes Haxhiu, from the Kosovo Democratic Institute (KDI), has told “Zerin” that out of 144 bills were in the agenda for 2019, only 28 of them have managed to adopt.
The “Based on the Government's legislative programme for the Parliament, the bills carried by the previous year, and the legal initiatives the Parliament has undertaken for this year are meant for a review of 144 bills. For this session, the Assembly has managed to pass 28 laws or about 19% of the planning. Meanwhile, 45 bills (31%) remain on parliamentary procedures, while 71 bills (50%) are not prepared yet”, she has said.
