Otherwise, in 2009 when Serbia was defeated by visa liberalisation, Serbia then adopted the regulation with which all those with residence in Kosovo, travel documents were issued by the Co-ordination Directorate of the Ministry of Internal Affairs of Serbia in Belgrade, which in Kosovo are considered non-valid.

Their owners cannot travel without visas to EU countries.

Former Kosovo Minister for Dialogue Edita Tahiri says the passports of Serbian citizens issued by parallel structures are unvalid. As for the circulation, it says that Kosovo implements agreements for free movement, which are possible only through ID and not passport.

When Kosovo citizens travel to Serbia's airports for third countries, passports are recognised and when leaving Serbia as a transit country, their passports are verified exits. As far as citizens of Serbia are concerned, with permission of the announcement they may enter Kosovo.
