With new bill, Kosovars could be equipped with Albanian passports

At the meeting of the Council of Ministers, on July 31st, the new draft law has been adopted “on Citizenship”. In the bill to be handed over to the Parliament, there are some fundamental changes, such as Article 6 which envisions “the acquisition of citizenship of”. It is predicted: 1. Albanian citizenship is earned by the foreigner, whose ancestors have Albanian origin, with [...]
It predicts:
1. Albanian citizenship is acquired by the foreigner, whose foreborns are of Albanian origin, provided the family connection is proven in a straight line -- up to three degrees -- and researchers with the firstborn.
2. In this case, the citizen applies for gaining Albanian citizenship on the basis of origin and meets the criteria set out in letters <x0dh” and “”, Article 1 of 8 of this law.
3. The necessary documentation proving the Albanian origin of the researcher is determined by the minister's instructions.
This article gives all Albanians born in other states, but manage to prove Albanian origin, to obtain Albanian citizenship. Citizens of the Republic of Kosovo were exempted from taking Albanian citizenship with a decision in July 2013, despite the possibility of proving the origin (nationality) Albanian.
But this decision is abolished in the new bill.
The bill states: “Lagy No.8389, date 5.8.1998, “for Albanian citizenship”, modified, decision No.554, 3.7.2013, of the Council of Ministers, “for determining procedures for recognition or gaining Albanian citizenship from persons of Albanian origin, except the citizens of the Republic of Kosovo”, and any other provision in opposition to this law are abolished. ”
Another major intervention is granting Albanian citizenship to anyone born within the territory of the Republic of Albania.
In Article 4 “citizenship gains”, besides origin it has added: <x2 born on the territory of the Republic of Albania”.
This means that Albania accepts the principle of “Jus soli”, which gives citizenship to any person born within its territory even if none of the parents have Albanian citizenship. This principle is respected in the United States, while in some countries of Europe there are additional criteria that need to be met. Top Channel
