Haradinaj, throughout his rule, has been characterised by the lack of exclusive responsibility in spending public money. It seems that neither has the resignation changed his mind, and he remains committed to spending another 1 billion on Kosovo's small budget.

When Sali Berisha came to Kosovo a few years ago, he was told: “I've never left a rock without moving, if necessary, and I've never done it until I've built Nation Street”! And I'm telling you Dukagji, I never saw the Dukagjin Highway build!
