The president has not yet decreed the distribution of the Assembly, for which MPs voted last Thursday, nor has he decided on the date of the elections, Koha Ditore writes today.
And, the CEC, in the absence of the date, has officially not addressed the budget requirement, although at meetings with finance ministry officials it has presented the amount they need to organise early elections.
Dikaster officials who manage the state's wallet have said they are in expectation of the Constitutional Court's opinion before adopting means for the CEC.
There's no logic to make the decision while we're awaiting opinion from the Constitutional Court. I believe next week for the sake of state interest, the Constitutional Court will issue the verdict and help us deal with the situation. However, tool sharing presents no problem, as they are in budget”, said Lulzim Rafuna, adviser to Finance Minister Bedri Hamza. According to him, the amount of money means for election organisation is 5m of 894 thousand and 730 euros.
According to the Constitution, if two-thirds of all MPs vote for the distribution of the Assembly, the distribution is by decree made by the president of the Republic of Kosovo.
