Ministers and MPs have problems with free movement, they have dual citizenship, except isolated citizens.

Kosovo is the only country in the region that does not yet have visa liberalisation with the European Union (BE) primarily because of the political class's failure in long-standing adoption of demarcation with Montenegro, as well as in fighting corruption and organised crime. Although more than a decade has passed since Kosovo has been declared an independent and sovereign state, its citizens continue to be isolated, or have the right to come out without visas in the space of Schengen Zone countries. But with such a challenge there is no significant part of Kosovo Assembly deputies, government officials and other institutions.
On the contrary, many of them other than the citizenship of Kosovo also have passports from Albania and other European states that are not worth the visa regime. They can therefore travel freely outside the territory of the Republic of Kosovo.
Even so, they say this is their right, just like any citizen. Integration experts consider that equipping two-state state officials does not present any problems, but that they do not experience what citizens experience when they want to travel abroad.
While in terms of visa removal, experts estimate that the likelihood is small that this year will happen, the liberalisation process will be finalised, respectively.
MPs say it is their right to have two citizenships
LDK MP, who has Albanian citizenship, Arben Gashi, has told “Zerin” that such a thing is a personal matter and that citizenship has been in place more than 20 years ago.
It's a personal matter. I obtained citizenship in 1996. It has nothing to do with being or my being a deputy. From my point of view it has nothing to do with the fact that I am an MP and have become a citizen of Albania, the Albanian citizen I became in 1996” has declared Gashi.
Even AAK Parliamentary Group chief Ahmet Isufi has confirmed to “Zen” that it has Albania's citizenship, but this is the right of each citizen.
It is the right of any citizen to have citizenship where they stand, but also to have second citizenship, and that is the fundamental right of any citizen”, he has declared.
