According to the first reports, 45 people have been injured, one of them in serious condition.
This attack occurred after the latest pro-democracy rally in central Hong Kong, where police used tear gas and rubber bullets to protesters.
It is unclear who the masked persons are, but they attacked travelers and people who were returning from the protests.
Some lawmakers raised the question of why the police were slow to reach the scene.
Police on Monday said they had made no arrests, but were still conducting investigations.
