It considers that all have been fed up with high policies, and that it is time for institutions to affect the direct improvement of citizens' welfare.
Hodzic, who has once led the Administrative Office in northern Mitrovica, talks about the citizens' concerns there, and about the situation of minority communities in Kosovo.
Hodzic says he is unaware that municipalities exist instead of respecting the laws and procedures of the Republic of Kosovo.
She insists on increased co-operation between the central and local levels, while for mayors in the north who months ago resigned from their post in protest of the 100 per cent tax from the Kosovo government, says it was political decisions, but that it was again elected to the extraordinary May 19th elections in the north.
“As far north as ordinary citizens are concerned, the victim is high policy. All these decisions we've had, they're mentioned by itself, heads who have resigned, were political decisions, but we've had local elections again, with the laws of Kosovo, and yet three of the mayors in the north are the same people who have gained trust from the citizens”, she says.
Mayors of municipalities in the north who had resigned, following the extraordinary May 19th elections again had not ruled out the possibility of abandoning their posts. And for that, Hodzic says he doesn't know what can happen, but he advises the mayors to understand the post they have won, which according to her, the citizens' faith should be respected.
She says she constantly talks with citizens in the north who talk about their living and well-being problems, but stresses they are full of high policies.
According to her, attention should be placed on general infrastructure that directly impacts co-existence.
I am born in northern Mitrovica, and my whole life is there, I have two children, and my sorrow is the future of children. I've been in the local self-government, now I'm in the Ministry, and I really want to work transparent, well, I want to be in service of every citizen, because I believe there's no greater honor than being in the service of the citizen, the neighbors, where you're growing up where you're planning the future of the kids... People want to live in the town where they are born, where they have societies, they have families where their parents have contributed, why eventually I go from Mitrovica, why, or anyone else”, she says.
Hodzic, who has not yet made 100 days as Minister of Local Power, says that as the leader of this dictatorship, it is aimed at boosting transparency in municipalities, co-operating with young people and participating citizens in decision-making.
She admits that in municipalities in the north, there is no transparency in the declaration on official websites, which are not updated, which, according to her, is on political issues. But consider that there is also transparency in the north, but not complete, as in all Kosovo municipalities, which according to it still has room for improvements.
I believe that we can change much in terms of communication between the congregations, means executives and legislatures, municipal assemblies and co-operation with mayors and their staff. I believe in all municipalities, most municipalities in the Republic of Kosovo have this process as a challenge. In some municipalities we really have a feeling that elections and election competitions continue the entire mandate, four years, that's something that shouldn't happen. As soon as local elections are held, and we finally have the mayor of the municipality on one side with his team, and on the other side of the Municipal Assembly, the assembly and the executive should co-operate within the entire mandate as a team”, she says.
While for minority communities in Kosovo, Hodzic says that literal integration can only be spoken of when all communities are integrated in Kosovo schools, hospitals, municipalities and institutions.
According to her, some minority laws in Kosovo are “copy past” from European states in the region, but cannot be applied in Kosovo since they are not processed for such a mentality.
Hodzic admits that in Kosovo, the focus is on Albanians and Serbs, meanwhile, other minority communities.
The incidents of other communities, if left out of institutions, are considered shot.
“In many processes, especially in those related to the Brussels agreements, we always have after discussions and topics mentioned by the Albanian and Serbian communities, the Kurds, the others are completely forgotten, and starting with this fact I believe that our policies are more high policies, which do not take into account the life that happens from day to day, the life that affects every community living in Kosovo, so maybe other communities even have a place at”, says Hodge.
It says it should give space to all communities to be part of institutions.
According to her, people who depress communities must fight assimilation and escape nepotization, which according to her is a social anomalies that exists throughout the Balkans.
