Capital projects designed to be implemented by the current Government of Kosovo will not be able to be realised while this government is on the run. The highway linking the towns of Istog Xe Peja decan '%akova and Prizren, or how otherwise known “Auttastra of Dukagjini” as well as the other Kieva Zahaq highway, connecting Pristina and Peja, are projects that will be transferred to the next Kosovo government, whether created in this mandate or government that will be formed after early elections.
Also, a very important energy project, such as Thermocentral “New Kosovo8x1>, although contract has now been signed for this project between the Government of Kosovo and the American company “Contour Global”, is believed to be stalled.
Business representatives recall that every time Kosovo has gone to early elections, the country's economy has been caused negative effects.
The executive director of the American Economic Ode in Kosovo, Arian Zeka, told Radio Free Europe, that the frequent change of governments two or three years without carrying out the government mandate, boosts political uncertainty and creates unpredictable in doing business.
“At the moment we are in a situation where Government is in resignation, but still continues to exercise all governing functions. The consequences of this situation and the next possible situation, when the country would face elections, are increasing political uncertainty, which frightens and discourages potential investors. At the same time, all legal initiatives turn to zero, which means delay in meeting various laws affecting the private sector and business”, Zeka says.
Even the “New Kosovo thermal power project, Re”, will face delays, Zeka points out, adding that the delay may have a host of other investors' applications that have been submitted to the Ministry of Trade and Industry to gain strategic investor status.
It should be made clear that time for businesses is more important, businesses do not have the patience and interest to face delays of both bureaucratic and political situations at the moment. Any delay in treating their apps, they decoupled and impact on making investment decisions in Kosovo”, Zeka says.
Kosovo's retired Prime Minister, Ramush Haradinaj, in an interview for Radio Free Europe has said there is no reason to be stuck in the launched projects.
Until Parliament is distributed, we exercise our functions. If Parliament is distributed, then we no longer produce legislative agendas. It should be expected until the new Parliament is constituted and not sent to Parliament laws, acts or proposals, as the government's work continues as any government until the new government is established and formed, so it is practical for us even in previous cases, even now it is the same logic”, Haradinaj had said.
