He through a Facebook post has said that the organisation he heads is concerned about Haradinaj's low level of information about the issue of non-accreditment of public universities by the State Council for Quality.

ORCA is concerned with the low level of informing the prime minister and his office over the issue of institutional non-recension of Prizren, Peja and Mitrovica public universities. Ideal non-recognition means the inability of student registration for this year alone, while these institutions will continue to work normally even preparing for application for accreditation again next year.
As prime minister of the country, Mr. Haradinaj in 2018 has donated Kosovo exemption from ECAR and the degradation of the Kosovo Agency for Discension in the European Association ENQA, from “to” to “entiary under survey”. This has been the result of the dismissal of the agency's last board. As a result, Kosovo's Agency for Accreditation in September of this year will make the final decision to proceed with membership in the ENQA. Today's intervention by the prime minister -- the second in a row, even as a statement -- already endangers the Agency for exemption from the European Association ENQA.
The prime minister's actions, whatever they may be, will be illegal and in overcrowd with 1. With the Law on Higher Education and 2. Independent Agency Law. O RCA recalls that the State Council of Quality has been elected by the Republic Assembly and that any decision on the part of Prime Minister Haradinaj will be prosecuted by O RCA as a misuse of official duty.
O The RCA calls on international organisations operating in Kosovo to react to the preservation of independence of independent agencies, while urging political parties to refrain from populism.
