In order to direct election promises to citizens' main concerns, on the eve of the 2017 local election campaign, the GAP Institute has identified the main problems in 30 Kosovo municipalities.
“Now, which has spent nearly two years identifying problems in municipalities, the GAP Institute appears with a report on the nature of problems most concerned citizens, addressing them in the election and governing programmes of the current mayors, as well as compliance between capital projects 2019-2021 and problems identified”, the report said.

In order to direct election promises to citizens' main concerns, on the eve of the 2017 local election campaign, the GAP Institute has identified the main problems in 30 Kosovo municipalities.
“Now, which has spent nearly two years identifying problems in municipalities, the GAP Institute appears with a report on the nature of problems most concerned citizens, addressing them in the election and governing programmes of the current mayors, as well as compliance between capital projects 2019-2021 and problems identified”, the report said.
The problems reflected by the GAP Institute are limited to those problems whose solution is in municipal competence or co-ordination with the central level.
<x0 number of identified problems (51% of the problems) enter the category of environmental problems, such as waste management, sewage smell, river pollution, environmental problems that cause hydropower and stonebreakers, logging, etc. Unfortunately, according to the GAP Institute's findings, only a small part of the problems identified before the election campaign are involved in the election programmes of current mayors. Consequently, even a smaller number of problems have found solutions after a year and a half since the beginning of the government's” mandate, it is now said.
GAP, says that since environmental problems are the biggest concern of citizens in all municipalities, municipalities have chosen to direct most of the budget to solve road infrastructure problems, thus showing a lack of compliance between municipal policies and citizens' concerns.
