Northern Serbs with Kosovo documents, but loyal to Belgrade

Since the Brussels Agreement reached under the dialogue between Kosovo and Serbia in 2013, resulting in holding local elections in November the same year as in four northern Kosovo municipalities, which are predominantly Serb, Kosovo institutions have later managed to extend judicial power [...]
But, the actual integration of four northern municipalities -- Leposaviq, Zubin Potok, Zvecan and northern Mitrovica -- although it has noted progress, has never managed to round up and win, in the whole, citizens' play, recognitions of political, Albanian and Serbian developments.
Naim Rashit, director of the Balkan Policy Group in Kosovo, speaking of Radio Free Europe, says that currently, there are a very large number of Serb citizens in that part who have received and used Kosovo documents, have registered businesses, conduct records in the Kosovo civil registry.
But, according to him, the political difficulties of northern integration are primarily related to international pressure problems towards Serbia and the maneuvers and power of the latter to undermine these pressures so as to keep the impact in northern Kosovo. Also, according to him, the whole situation has to do with the nearly comprehensive lack of institutions in Pristina to have a more comprehensive approach to integrate northern Kosovo Serbs into the country's system.
“There has been hesitation in Pristina and has not been consistent with the integration of the Serb community and the extension of the rule and law in that part, due to problems in the rest of Kosovo, due to political problems, due to rule and law problems in Pristina and with institutions led by, mainly Albanians. However, I think there have been positive effects. Northern citizens want to be part, as it is, with an advanced status of Kosovo. But the effect of these institutional expansions is more flawed than it had to happen to”, Rashi said.
