In an interview for “Kahen Ditore”, he says he has expected much from this minister, but that he failed to make changes and failed to realise most of his plans. According to Salihaj, the minister, even though he pledged to depoliticise the education system.
He believes the only way to get education out of this situation is for all political parties to sign a memorandum before elections in the presence of internationals for depoliticisation of the education system.
KD: Minister Shyqi Bytyqi has come to the Ministry of Education for a year and a half. How do you evaluate developments in this sector during this period?
SalihaMy expectations have been high. I have seen at the ministry an enthusiasm for working and changing the situation. It had come with promises that it would change many issues especially in colleges, to shut down uneffective colleges, but that didn't happen, for state seniors said it would make changes, but we still have problems having very poor management in the process.
I've been optimistic, but I'm very disappointed, because these targets are unfortunately not realized. There have also been nepotic employment. Like large parties, like smaller ones have continued the same avaz, have not increased the budget for education, only 4.7 percent of GDP are still divided for education, and that is very small.
KD: The minister has estimated that before his arrival this dictatorship has been influenced by politics and has promised depoliticisation. To what extent do you think this has happened?
SalihaWe haven't seen concrete steps in this direction. The minister has been trying to make some changes to the head of August and I thought those changes didn't have party prefixes, but were seen to be more party interventions than to improve education.
