Guterres: UN personnel can't be declared No Grata

Following the announcement made by Kosovo's prime minister, which Mikhail Krasnoschenkov declared persons Non Grata, there was reaction from Jethlir Zyberaj, Foreign Minister Behgjet Pacolli's adviser, who said the foreign affairs ministry took this decision yesterday, though, did not publicly announce. But this provision “Non Grata” is not worth [...] personnel.

But this provision “Non Grata” is not for United Nations personnel.
United Nations spokesman Antonio Guterres had earlier announced that the United Nations personnel do not apply to Non Grata.
“Sic is described at the 1961 Vienna Convention on Diplomatic Relations, this provision applies to diplomatic agents accredited by one state to another on the context of bilateral relations. The United Nations is not a state. And, their personnel can't credit themselves to the states where they are located, but work under the sole responsibility of Secretary General”, Guterres had declared, Koha.net reports.
But, Haradinaj's Zyberaj say he will not even be allowed to enter Kosovo ever, except they say they have declared persons No Grata.
The Foreign Affairs Ministry has announced yesterday UNMIK official with Russian citizenship as non-marryed persons. This comes after UNMIK's reluctance to lift the official's immunity and co-operate with judicial authorities. At the same time a day earlier because of its racist statements, Serbian Prime Minister Anna Brnabyc has been banned forever from entering Kosovo. The Ministry of Foreign Affairs will not hesitate to take such measures at any moment when the national interests of Kosovo --” -- wrote Zyberaj.
