It's not even the separate rooms where they decided to have the troubled detainees.
Why they've never been used, they're starting to rot.

Security Chief at this center, Skender Soopyan, tells of T7 complaints of prisoners.
Nor does general security appear to be on the level, as due to lack of staff, surveillance towers are empty.
But even the physical state of the towers is not good.
Neither does the mall wire where 100 prisoners spend holiday hours have adequate centre officials say.
There are also problems with the sewage plant, which has begun to damage.
All these problems include the director general of the prisons, Nehat Thaci.
Prisoners, who are just over a hundred, have expressed this poor state of this detention center to the Human Rights Protection Council.
The detention centre, which cost over 6m euros, was inaugurated last year by the Justice and Public Administration Minister.
The latter, via an e-mail, have told the T7 that they will take all necessary measures to conform to MAP competencies, guarantee and contract conditions, but without providing any additional information.
