Kosovo and Italy with agreement to transfer convicts

Justice Minister Abelard Tahiri, and his Italian counterpart, Alfonso Bonafide, have signed today in Rome the Convention on the Transfer of Sentenced Persons between the Republic of Kosovo and the Republic of Italy, through a media communiqué. Tahiri has stressed that the agreement signed today deepens even further co-operation between the two countries, as well as strengthens the doctrine of implementing human rights in Kosovo, with particular emphasis on those who have gone against the law and are in pain of punishment.

During meeting with Italian counterpart Tahiri has unveiled reforms that have been undertaken in the area of the rule of law sector, apart from the encoding of criminal law and measures in the fight against corruption and organised crime, prevention of terrorism, and narcotics trafficking, Koha.net broadcasts.

Kosovo's “Republic is taking on the crucial role as a key partner in the region, in fighting trans-nationalist organised crime, terrorisation, narcotics trafficking and human trafficking. Our continued commitment to empower rule of law in all its components is giving Kosovo its merit country as a state that serves international efforts in preventing and fighting trans-national organised crime”, Tahiri has said.

In addition, Tahiri reportedly announced the Italian counterpart's new policy in the area of confiscating property acquired by criminal acts, as well as demanding deepening co-operation between the two countries through the exchange of good tradition of the Italian state in property seized by organised crime and corruption.

The agreement on the Transfer of Condemned Persons is aimed at establishing justice and social rehabilitation of convicted persons, executing criminal sanctions in the state of the convicted person's permanent residence.

With this agreement, the legal basis for the transfer of Kosovo citizens who are in pain of condemnation in Italy, from corrective institutions there to similar correctional institutions in Kosovo, to suffer the remainder of the sentence and vice versa.
