On the street, the Federal Interior Ministry placed this project under the direction of Horst Seehoper (CSU). His project envisions that much less money will be provided in the future for foreigners who have been recognised in another EU state as refugees.

“Services to reduce, as it were, the return ticket”, said Deputy Chairman of the Union Parliamentary Group Thorsten Frey after the cabinet's meeting in Berlin, Report DW.

In addition, opportunities for people forced to return to be arrested will be expanded before the planned return. A change in preconditions for an alleged escape risk will enable arrest to be implemented more easily.

Since in Germany, at the moment there are only 490 detention sites for foreigners who have to be forced out of Germany, Seehofer will allow until 2022 that these persons even put in regular but divided prisons, yet strictly by those arrested under investigation and convicted of criminal acts.

According to the German Interior Minister, more forced attempts failed in 2018 for the first time than individuals were able to return. Last year, only 26,000 were implemented, Seehofer said. This is a situation which a interior minister cannot accept, Seehofer said.

Cities and municipalities are overloaded

Charged for the integration of the German government, Annette Widmann-Mauz (CDU) told deutschlandfunk radio that it is fair to undertake everything, so that those who do not have the right to seek protection to leave Germany quickly again. Even the German Cities and Communists Association hailed the bill as a good “integration, to avoid an overload of towns and municipalities”.

According to executive director Gerd Landsberg's data last year, of some 180,000 refugees who entered Germany, refugee status or persons in need of protection received less than 40 per cent. Despite the existence of clear rules, less and less so that these people return to their homelands”.

The criticism of the bill came both from the opposition, where FDP liberals spoke of illegal violations of the system, as well as from ProAsl organisation, executive leader of which Gunter Burkhardt stated that the proposal is aimed at “the rule of law, more arrest and a shift from Germany by removing social services”.
