According to the report, military spending has increased worldwide a year ago to about $2.6 percent, or $1.8 trillion.
This has been the second year that has marked increases in the growth of funds for the sector, resulting in higher military spending by 1988.
The growth of expenditures in the United States has been prompted by the implementation of the new weapons programme under the Trump administration, dating back to 2017, the weapons programme director at the Institute, Aude Flourant, has said.
The United States, with an increase of $649 billion, has also exceeded the military budgets of eight other countries on the list.
China has also increased spending by 83 percent since 2009, ranking second on the list, followed by Saudi Arabia, India, which is modernising its armed forces and France.
Based on the findings of the report, Russia is no longer found in the top five countries on the list, as its military budget has been reduced since 2016.
The sanctions of Western countries against Russia, established since 2014 because of its conflict with Ukraine, are said to have affected the budget as well.
