This agreement is a matter of”, Cavusoglu said.
Currently, according to the Turkish minister, only the time for the delivery of the defence system to be discussed.
He said Ankara does not plan to sell the other sides to the S-400 system.
Plans for the purchase of Russian weapons on the part of Turkey have sparked the response of the United States, which are considering the possibility of suspending military co-operation with Turkey.
Four US senators, on March 28th, introduced a biparty bill to prevent the transfer of F-35 planes to Turkey until the US government proves Ankara will not receive the handover of the Russian system S-400.
Cavusoglu said Turkey has received conflicting statements from the United States, adding that Ankara has fulfilled all its obligations regarding the purchase of F-35 aircraft.
The Turkish minister also said Ankara opposes the US decision to recognise Israel's sovereignty on Golan's Plateau.
US President Donald Trump said on March 25th that the United States recognises Israel's sovereignty in this region.
Turkey's President Recep Tayip Erdogan reacted, saying the move puts the Middle East on the brink of a new crisis.
Russia, Iran and a number of Arab countries, including US allies in the Persian Gulf, also rejected President Trump's decision.
However, President Trump has said the decision is of strategic and security importance for Israel and regional stability”.
On the other hand, Israeli Prime Minister Benjamin Netanyahu has said that the decision comes at a time when “Iran seeks to use Syria as a platform to destroy Israel”.
