Bicaj has been educated in the Normal of Pristina and Gjakova, following the establishment of which the network of schools was established throughout the country. The university professor of chemistry, who has been retired for years, was a prorector of the University of Pristina, while the minister of education at the Government of Kosovo was in exile. He is also the author of many textbooks in chemistry.
In an interview for the <x0horre, Bicaj has talked about all three stages in which education has passed. Among other things, he has spoken of the role the school has had not only in education but also in emancipating society, while expressing his remarks about the insufficient attention the state of Kosovo devotes to education.
