MSH shuts off 20-year-old monopoly for supplies to hemodialis

The Health Ministry has managed to break the 20-year-old monopoly of the preservative material for shemodyalis, where signing contracts has been delayed over 8 months after the MSH has not started the tender process in time.

So said at the table organised by the Kosovo Democratic Institute (KDI) on the subject “The Public Procuration Monitoring Report at the Ministry of Health“, with what the report “The findings of the report from monitoring contracts for supplies with hermodial materials for 20188x4>.

The report found that the prices contracted in the emergency contract that had stemmed from delays in open procedures were up 209 percent higher.

Health Minister Ismajli Bridge has reiterated that as he comes to the top of this dictatorship millions of euros are being saved, which are being used for better quality in the health system.

He also said corruption has seriously damaged this sector so they are working hard at eliminating this phenomenon in Kosovo health.

Ismajli said that along with the review of the essential list, there are also working on administrative guidelines for the same price of drugs at all drugs.

“Fournisation in the dialysis sector is one of the most sensitive parts of health service delivery, but on the other hand is the worst example and one that well illustrates how the state system is systematically using for two decades by offering in favour of a single monopoly. For the first time in 20 years MSH has opened the market for free competition for the supply of Hemodyliza products from a closed and negotiated process with only one operator as it has been in the past. The year 2018 has marked the destruction of monopoly in the Hemodialysis sector and purchase at much lower prices even in monetary value, if we translate the lowest purchase has been at 2.2m euros”, Minister Ishmael said.

Liridona Behram of the Kosovo Democratic Institute, which presented the report, said three public contracts for provision of redeeming material for the Hemodialysis held in 2018 were analysed.

For this contract the Ministry of Health had used an open procedure and two in negotiated procedure without the publication of the contract announcement.

The contract with open procedure was characterised with numerous delays until contracting for all Lot, and this has contributed to the MSH linking two contracts to negotiated procedure without public.

The Ministry of Health with the open-term tender has managed to remove the nearly 20-year monopoly that has been for the same products that are involved in these contracts. By the end of 2017, contracts with a supply of shemodyalis extenuating material had developed a closed stem procedure, providing monopoly only to an economic operator. Democratic League of Kosovo MP Haxhi Avdyli said the report does not confirm the statements of Minister Ismajli, as the monopoly has not been fought, but has only changed the economic operator.

Avdyli said delays are being made in order to make emergency contracts, and as a result, these contracts have higher prices and one of these are benefiting.

This report's “Conclusions speak and express very deep doubts, maybe the minister should explain in front of everyone why this procedure should be delayed eight months, and at the same time, after the delay eight months it starts with an emergency procedure by creating the possibility of rising prices, whether there are doubts here, and for me this is an absolute” doubt, he said.

The answer to these charges was answered by Health Minister Uran Ismajli, who said that earlier it had been practiced to provide the hehemodialis to be made by an operator for which few people have known, and this has changed me after the market has opened.

He said the delays have resulted because of consultations that have been within WHO.
