Learning why municipalities are losing EU funds

This is due to the fact that almost every municipality lacks professional framework to deal with planning and projects, to apply and then earn such funds for investments in various areas.
The regulation of the prime minister's office, under which each municipality would have to have a special office for European integration, has not been implemented.
Even so, Rosafe Ukimeraj, Secretary of the MAPL, says that out of 147 criteria for European integration, municipalities have managed to meet about 70 per cent of them.
One of them is Mitrovica municipality, but that, according to its European integration officials, never has training been organised with experts on the issue, which would help them receive funds from the EU.
In terms of meeting European agenda criteria at the local level, the GAP Institute has done research.
According to their findings, officials for European integration are not ignored at all by mayors of various municipalities.
Other findings, according to GAP, also show that there is theoretical fulfillment of the criteria, but the challenge for municipalities will be to implement the laws in practice.
